Jeanette Harvey was born 28 July 1921 in Atlanta, Georgia, the daughter of Burwell T. Harvey and Mae Wynn Harvey. She earned her degrees from Morris Brown College and Atlanta University, where she completed her MSW in 1944. A charter member of Gamma Gamma Chapter of Alpha Kappa Alpha Sorority, she worked professionally in New York and later served with the Girl Scouts in Savannah before becoming Executive Director of the Grady Homes Community Girls Club in Atlanta during the 1950s. Her affiliations included her sorority and community volunteer organizations. She married multiple times with Richard S. Hamme being her final husband, he predeceased her in 1979. Jeanette died 23 January 1998.
